It was a conference that looked suspiciously like a holiday. On July 25th roughly 20 governors of America’s states and territories gathered in Colorado Springs for the summer meeting of the National Governors Association (nga), a bipartisan group focused on public policy. The resort at the foot of the Rockies smelled like fresh-cut grass; a lake reflected mountain peaks. Wonks and journalists availed themselves of trail mix and iced-coffee bars. Unsuspecting vacationers might have found their morning hike interrupted not by a bear or mountain lion but Robert F. Kennedy junior and Mehmet Oz, two of President Donald Trump’s top health officials.
